Remarks during the open session: -

Complaints regarding the events signage not being removed after events. 

Signs obstructing paths and the influx of said signs is affecting all the local villages not just Woolsthorpe.

Signs put up by contractors should be removed as per their contract.

SKDC won’t take the signs as its trade waste. Report on fix my street as fly tipping.  Fines are done if the fly tipper can be found ie the castle or event organiser.

Traffic has increased due to the number of events at the castle

Speed limit exiting the village is regularly exceeded.

The Parish Council and residents are not being notified regarding the events.

Councillor McCallion welcomed everyone to the meeting.

4.   APPROVAL OF MINUTES

It was resolved to accept the Clerk’s notes of the Parish Council Meeting held on 17 July 2023.

7.   FINANCE

Nil income since 17th July 2023 was noted.

It was resolved to approve the expenditure since 18th May 2023

It was resolved to approve the Budget to 31 August 2023. This can be viewed on the Parish Website.

Grants

Grants to upgrade the play equipment cannot be applied for until the lease for the play area is extended.

8.   DISTRICT COUNCILLOR

District Councillor to inform the council of any updates.

The Speedwatch programme seems to have enough support to go forwards.  The handheld speed camera has been purchased further equipment to be purchase such as high viz vests.  DC Rob Leadenham is hoping to get the group up and running from October 2023.

Grants are available for all types of groups in villages

Community Officer Brian who now works for the Co-Op and is keen to do walks etc which will be good for mental and physical welfare.

DC Leadenham is wanting to start Coffee mornings/memory café/alzeimers get together for all the communities about once a month.

9.   PLAY AREA

The contractor has agreed to rectify the work he has undertaken and will await a draft of specifications from the parish council.

The RoSpa report has indicated that some areas of the play area need to be upgraded.  

10.    HIGHWAYS

Handheld speed camera update – handheld camera has been purchased DC Leadenham leading with other parish councils. He would like photos of the areas that is thought best for the speed checks.

Cllr McCallion has volunteered to be the representative for Woolsthorpe and will meet with other parish councils to discuss the way forward.

Clerk is to send DC Mark Whittington an email regarding the speeding traffic and he will request an Archers report.  This will give a report on daily traffic through the village.

11.   COBLEAS

Diocese has found a draft document and it is believed that Cobleas is not owned by the village but belongs to the church.  There is also proof that the area has been consecrated.

13.    DEFIBRILLATOR

Monthly checks – Cllr McPhilbin agreed to be trained as to how to do the monthly checks.

Basic Life and Defibrillator training session.  It was agreed that when the next dates are released by RLSS that Woolsthorpe would sign up to a training session.
