1.   ELECTION OF CHAIRMAN & DECLARATION OF ACCEPTANCE OF OFFICE

Cllr McCallion was proposed by Cllr Packer, seconded by Cllr Bradshaw to be Chairman for the next 12 months.  Accepted by Cllr McCallion.

2.   ELECTION OF VICE-CHAIRMAN & DECLARATION OF ACCEPTANCE OF OFFICE WELCOME 

Cllr McPhilbin was proposed by Cllr Bradshaw, seconded by Cllr Packer for the position of Vice- Chairman.  Accepted by Cllr McPhilbin

3.   REMARKS BY THE CHAIRMAN

Cllr McCallion welcomed everyone to the meeting. 

PUBLIC FORUM

Residents have raised concerns about the planning application for a wedding venue near Brewers Grave.  Their views were listened to and will be taken into consideration.

4.   APOLOGIES: TO RECEIVE APOLOGIES FOR ABSENCE AND REASONS GIVEN

No absences

5.   TO RECEIVE DECLARIONS OF PECUNIARY INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011

No declarations received.

No request for dispensations from Members.

6.   APPROVAL OF MINUTES

It was resolved to accept the Clerk’s notes of the Parish Council Meeting held on 13 March 2023 and duly signed by the Chairman.
   
7.   ANNUAL PROCEDURES

It was resolved to adopt the Standing Orders and Financial Regulations for the Council for 2023/24.

8.   CLERKS REPORT 

The Councillors were reminded that they must complete the DPI form and return to the Clerk.

The Councillors were also reminded that, by law, all Councillors must complete and return a Declaration and Return of Election Expenses and either post or return to the Clerk.

It was agreed to continue to use the LALC approved Parish Council Website maintenance.

It was resolved to approve Quarter 4 and Year End bank reconciliations.

The budget was discussed and noted for 2023/24.

The AGAR was agreed and signed for the 2022/3 audit.

9.   PLANNING

S23/0710
Applicant:  Her Grace Duchess of Rutland
Proposal:  Change of use from grazing land to wedding venue
Location:   Land to the West of Junction of Belvoir Road and Cliff Road
App Type: Full Planning Permission (Major)
Concerns were raised regarding numbers attending, noise, parking, wastewater and sewerage, traffic on roads, detrimental effect on natural surroundings.  A letter to be sent objecting to the planning office and request the District Councillor to call it to the full planning office.

Proposal:  Erection of single dwelling, detached garage and wall to front boundary adjacent to road.
Location:   The Workshop, Chapel Hill, Woolsthorpe by Belvoir
App Type: Full Planning Permission
No objections received.

10.   PLAY AREA

A quotation has been received to repair some of the equipment at the play area which was agreed unanimously to accept.  

It was discussed that grants should be investigated for possible new equipment for the future.

17.       HIGHWAYS

The speed indicator has been mended and serviced.  Cllr McPhilbin is going to get all the other speed indicators serviced.

It was discussed that it may be possible to change the brackets to enable the speed indicators to be moved around to different locations.

18.   CO-OPTION OF NEW COUNCILLORS

It is hoped that the 3 vacancies will be filled by co-option soon.
