1.   WELCOME REMARKS BY THE CHAIR

The Chair welcomed everyone to the meeting.  

2.   APOLOGIES: TO RECEIVE APOLOGIES FOR ABSENCE AND REASONS GIVEN

3.   TO RECEIVE DECLARIONS OF PECUNIARY INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011

No requests for dispensations from Members.

4.   APPROVAL OF MINUTES

It was resolved to accept the Clerk’s notes of the Annual Parish Council Meeting held on 28 November 2022.

5.   CLERKS REPORT

Allotment Query – Cllr McCallion informed the council that the Duke is keen to set up an allotment area in the village – Clerk to contact.  Cllr McPhilbin had heard that the lady who has the allotment by play area is willing to share if anyone is interested.
Share your views on the SKDC Budget and council tax proposal 2023/24
Proposed Touring Camping and Caravan Park – Concern due to the issues after the Caravan and Motorhome event in Belvoir Castle grounds.

Income since 28 November 2022 as outlined in the respective Finance Report was noted.

It was resolved to retrospectively approve the expenditure since 28 November 2022 as outlined in the respective Finance Report. Proposed by Cllr Bradshaw seconded by Cllr Remzi and unanimously agreed.

To resolve to approve Q3 Accounts

It was resolved to approve the quarter 3 accounts proposed by Cllr Remzi, seconded by Cllr McCallion and unanimously agreed.  All financial sheets signed by the Chair Cllr Packer. 

To view the budget to year actuals

The budget to date was reviewed. It shows that the budget is very tight to the end of the financial year.  This was put down to some larger expenses this year including upgrading of the play area, a new parish noticeboard and reroofing of the bus shelter.  Cllr Packer looked at the expected outgoings for the rest of the financial year and resolved that spending should be kept to a minimum until the next financial year.  This was agreed unanimously by all the Councillors

6.   PLANNING 

S23/0001 
Applicant: Mr S McArdle 
Proposal: Reduce two holly trees back to a previous level, about 50% crown reduction. Remove 4 self-seeded sycamore sapling/small trees in back garden. 
Location: The Hollies, Main Street, Woolsthorpe By Belvoir, Lincolnshire, NG32 1LT 
App Type: Trees in CA - Section 211 Notice
No objections received

7.   PLAY AREA 

The clerk has had no response from companies regarding the grass cutting for 2023. To continue to try and find someone to care for the area.

Cllr Remzi informed the council that the no dog allowed signs are up.

Cllr Remzi has also checked the area on a couple of occasions.

It has been noted by the Council that the area is being used on a regular basis.

8.   CHURCH YARDS

Old paperwork has been found by the clerk showing that St James is a closed churchyard and the responsibility of the District Council to maintain. The information to be scanned and sent to all relevant parties for perusal. 

9.   EMPTYING OF THE BINS ON SEDGEBROOK ROAD

Cllr Remzi suggested the bin on Sedgebrook road could be added to the routine bin collection route.  DC Mark Whittington informed the council that any SKDC owned bins are routinely emptied but any additional bins will be charged for.  Clerk to email Mark Whittington regarding the siting of the bin with the intention of getting it put on the route. 

10.   BUS SHELTER

All the councillors were happy with the work carried out re-roofing the bus shelter.

11.   KINGS CORONATION

Cllr Packer thought it best to liaise with other groups in the village to see if anything is being organised.  Cllr Remzi remarked that it would be a good time to get the Jubilee Tree blessed.

The plaque for the Queens Jubilee tree has been stolen.  There has been no site of it despite appealing for it to be returned.  Cllr Remzi will order a replacement in the new financial year.  Cllr McPhilbin offered to set it in concrete to deter it from being stolen again.
