Minutes of the Parish Council Meeting held at Woolsthorpe Social Club

The Caravan and Motorhome Club gave a presentation on a prospective site adjoining The Dirty Duck for a new club site.  They are hoping to submit plans in a couple of months to the planning department.

The Chair welcomed everyone to the meeting.

No requests for dispensations from Members.

4.    APPROVAL OF MINUTES

It was resolved to accept the Clerk’s notes of the Parish Council Meeting held on 18 January 2023.

No income since 18 January 2023 as outlined in the respective Finance Report was noted.

It was resolved to retrospectively approve the expenditure since 18 January 2023 as outlined in the respective Finance Report. Proposed by Cllr Bradshaw seconded by Cllr McCallion and unanimously agreed.

The accounts were noted and balanced with the bank account, signed by the Chair.

Other Business

Pension Regulations submitted for the next 3 years.
Clerk to look at the Insurance renewal.
Due to council funds being low the Clerk has offered not to take her renumeration for February and March until receipt of the precept in April 2023. 

6.    PLANNING 

S22/2346 Permission Granted
Proposal: Conversion of chapel to form independent dwelling, along with extensions and alterations Location: The Old Chapel, Chapel Hill Woolsthorpe-By- Belvoir NG32 1NG
S23/0001 Permission Granted
Proposal: Reduce two holly trees back to a previous level, about 50% crown reduction. Remove 4 self-seeded sycamore sapling/small trees in back garden.
Location: The Hollies Main Street, Woolsthorpe by Belvoir Lincolnshire NG32 1LT

7.    PLAY AREA 

Two quotes have been received for the grass cutting.  It was agreed to use the same person who previously maintained the area due to his high quality.  It was agreed that the area would receive 16 cuts and strims through the 2023 season and one hedge cut.

A resident informed the council that the swing and slide wood is perishing.  

Cllr Bradshaw said he would check the equipment the next morning.  

The equipment is waiting for a safety report from an outside company which should be completed within the next few weeks.  

Clerk to contact a contractor to see if the equipment can be repaired.

8.    COBLEAS

Only one contractor responded for maintaining the grass for 2023.  This has been awarded to the company who will do 8 cuts and strims plus a hedge cut for 2023.

It was discussed that the general care of the area should be passed to the church/landowner ie taking charge of the water, bins and general maintenance of the area.  The council will continue to assist with the grass cutting.

A letter to be sent to Sarah Tierney and Anthony Haslam informing that the council no longer would be taking responsibility for the area except for the grass cutting.

9.    KINGS CORONATION 

The councillors are not aware of any events regarding the coronation.  

The Queens Jubilee plaque will be replaced in the new financial year.

10.    DOG LITTER

This seems to vary as to the extent of excrement being left on the pavements. 

The councillors agreed that currently there doesn’t seem to be much of a problem and that residents of the village are mainly very conscientious about collecting the dog litter.  This will be monitored on a regular basis.

11.    PARISH ELECTIONS

The Parish and District Council elections start on 20th March 2023.  There will be information regarding the elections on the website and noticeboards.  

All voting at polling stations will require photo ID.
