Rev Sarah Tierney introduced herself to the Council and explained her plans for the future of the village church and that there are no plans to close St James. The new website for the church is woolsthorpebybelvoirstjames.org
DC Mark Whittington has offered to get 12 passive 30mph speed signs for within the village for Cllr Remzi to install.
A councillor in Denton is wanting to encourage all the local parish councils to join to purchase community watch speed guns. To be discussed at the next meeting.
1. WELCOME REMARKS BY THE CHAIRMAN
The chair welcomed everyone to the meeting. A warm welcome was given to Cllr McCallion who was attending his first meeting. The Chair also thanked DC Mark Whittington for all his effort and support in helping to get Cliff Road resurfaced. Cllr Packer reminded the council that this would be his final year as Chair for the Parish Council but is happy to remain on the Parish Council as a Councillor.

3. TO RECEIVE DECLARIONS OF PECUNIARY INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011
No requests for dispensations from Members.
4. APPROVAL OF MINUTES
It was resolved to accept the Clerk’s notes of the Annual Parish Council Meeting held on 16 May 2022.
5. PLANNING
S22/1110 Change of Use of Grazing Land to Car Parking Area for Greyhound Cottage, Land at Privet Cottage, Main Street.
S22/0281: Change of use from agricultural to equestrian use, construction of stable / tack room, hard standing for parking area. Location: Land at Woolsthorpe Lane, Barrowby, Stenwith. Permission granted
S22/0797 Section 73 application to vary condition 2 (Approved Plans) of planning approval S19/1080 (Erection of three dwellings) to amend siting of dwellings and amended house types of Condition Number(s): 2 Conditions(s) Removal: Requirement for 3m utility easement strip to western boundary as per submitted drawings 22-009/1/011-12-13-14 Location: Land To North Of Belvoir Lane Woolsthorpe -by-Belvoir
No objections were raised from any Councillors for the above applications .
6. CORRESPONDENCE.
- A resident asked if it would be possible to use the play area during the school holidays for football and ball games. See play area discussion.
- Sewstern Lane review by SKDC due to misuse to downgrade from a BOAT to Restricted Byway due to misuse by off road motorised vehicles. The Parish Council fully supports this action
- Minerals and Waste consultation from LCC.
7. FINANCE

It was resolved to approve the Quarterly Accounts for April to June 2022
The amount of £1629.00 which was paid in error to the wrong sort code is still ongoing Cllr Packer to draft another letter to the banks involved.
It was agreed to use LALC Audit Services for the accounting years ending March 2023 & 2024.
8. PLAY AREA
- It was agreed to accept the quote for the one off cut of the play area but would like the hedge to be trimmed at the same time. Clerk to request. Cllr Bradshaw to remove the padlock to enable contractors to get in.
- The area will remain closed until the play area is upgraded due to the unevenness to the ground caused by moles and hidden trip hazards from the old edging which will be replaced once the area has been upgraded.
- Cllr McCallion offered his services to sign the lease for the play area on behalf of the council.
9. JUBILEE TREE
- Only certain wording can be used on the plaque as part of the Queens Jubilee. Cllr Remzi has looked at several options and presented them to the Council for consideration. It was agreed to purchase the official steel sign provided by the British Legion for £144.99.
- Cllr Remzi has investigated getting a 4-5ft oak tree to plant and presented the options of where to purchase to the council it was agreed to purchase one for £44.99 with possible additional expenditure for the stake, tree guard and compost.
- Proposed by Cllr McCallion, 2nd by Cllr Bradshaw, unanimously agreed.
- Planting of the tree was provisionally arranged for Sunday 2nd October 16:00hrs.
- The location of the tree is to be in Cobleas with the exact location to be discussed by councillors on Tuesday 26 July at 18:30hrs.
10. CHURCH YARDS
- The top graveyard is maintained by SKDC which was confirmed by DC Mark Whittington.
- Cobleas freehold is believed to be owned by the Parish Council although it is not registered due to the age of the deed. Burials can take place without a C of E ceremony; further research is required as to who is responsible for the burials. The grass cutting is being done by Environment SK which the Parish Council pays for. A resident is also voluntarily cutting around the graveyards on a regular basis plus the grass path.
- St James churchyard grass is currently being paid for by the Parish Council. However, if it is a closed churchyard SKDC is responsible for the cutting therefore the church needs to officially close the churchyard, Rev Tierney said she would investigate as to whether it has been closed. It was agreed that the Parish Council would continue to maintain the churchyard for the rest of this year.
11. PARISH COUNCIL WEBSITE
It was unanimously agreed to use the services via LALC to maintain the Parish Website.
12. RECRUITING OF NEW COUNCILLORS
A new drive to recruit councillors. It was suggested that if representatives from the PCC and Village Hall Committee were on the Parish council it would be advantageous for the village. Cllr Remzi is to produce a new set of posters in the village to highlight that there are still vacancies. This will also be mentioned in the latest edition of ‘Parish Page’. It was suggested that the website could be updated to provide information about what the role involves.
