Minutes of Parish Council Meeting held at Woolsthorpe-by-Belvoir Church

1.   WELCOME REMARKS BY THE CHAIRMAN

The chairman welcomed everyone to the meeting.  It was suggested that future meetings should be held at the Social Club due to the extreme cold within the church.

2.   APOLOGIES: TO RECEIVE APOLOGIES FOR ABSENCE AND REASONS GIVEN

2.1    Cllr Randall    - isolating due to Covid risks
Cllr Foster    - isolating due to Covid risks
Cllr Remzi    - 20.15 departed meeting due to declared interest. 
   
3.   TO RECEIVE DECLARIONS OF PECUNIARY INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011

3.1   Cllr Remzi declared an interest in a planning application on the agenda. 

3.2   No requests for dispensations from Members.

4.   APPROVAL OF MINUTES

4.1   It was resolved to accept the Clerk’s notes of the Parish Council Meeting held on 20 September 2021 and 22 November 2021.

5.   PLANNING

5.1   S21/2099 Permission Granted

Change of use and alterations to former doctor's surgery (Use Class E(a)) to become a dwelling (Use Class C3)

Applicant: Steph Remzi
Proposal: Single storey rear extension; flat roof dormer and skylights in rear roof slope.
pitched roof dormers in front roof slope.

No objections were raised from Councillors.

6.   FINANCE

6.3   It was resolved to approve the Quarterly Accounts for October to December 2021 

6.4    The budget for 2021/22 & 2022/23 was reviewed and agreed.

6.5   It was agreed to increase the Precept for 2022/23 to allow for a contingency towards improving play equipment.

6.6   It was unanimously agreed to purchase a new laptop for the clerk.

6.7   It was agreed that £15 to be paid to the village shop for usage of electricity for the Christmas tree.
   
7.   PLAYGROUND

7.1   Future of the playground. Cllr Packer will contact the owners of the Play area to agree a term of lease so that upgrading of the play area can reviewed.  It was agreed that to spend money on updating the play area a lease of at least 3 years would be preferred.

8.   PARISH COUNCIL NOTICE BOARD

8.1    It was unanimously agreed to purchase a new noticeboard from a local joinery this will be larger than the existing one with laminate glass doors.  Clerk to contact the firm to ask them to proceed. 

9.   HIGHWAYS

9.1       It was proposed that the grit bin that was at the old doctor’s surgery which is in a usable condition be located at an appropriate site which is to be agreed at the next meeting.  The handheld salt spreader is to be put on hold until a full proposal of usage is received.

9.2    It was agreed to purchase a power lead to charge up one of the heavy speed indicators.  Cllr Bradshaw to purchase and send invoice to the clerk for reimbursement. 

10.   DOMAIN & EMAIL 

10.1   A secure domain and email site has now been set up.  All councillors are now use this to improve Data Protection Compliance.
