Minutes of Woolsthorpe by Belvoir Parish Council Meeting
Date: Monday 18th March 2019
Venue: Woolsthorpe Social Club at 7 p.m.

Open Session – Public Forum
Chairman Cllr Packer opened the public session; there were eight parishioners present. The open session began with the chairman welcoming all and commenting how nice it was to see so many village people at the meeting.
Below is a summary of comments from them
Change of usage of Pasture View to C2 would create a commercial care and respite premises in this residential house. This would be a permanent permission if granted indefinitely.
Woolsthorpe by Belvoir is a conservation village. Under planning policy SP2 of the local plan, being a small rural village it is not a “local service centre “.
Under policy SP1, development should only be considered for limited reasons.
Paragraph 55 of The National Planning Policy Framework only supplies support where the proposed development “maintains and enhances the vitality of rural communities “.
This application neither enhances nor maintains our village.
It would cause an increase in traffic by visiting families and officials and suppliers.
Also the increased numbers of occupants and staff in this residential house would create a substantial change of nature and character to this village.
Parishioners commented that there seems to be a double standard regarding commercial enterprise in the village.
Previous sale of properties from Belvoir estate have condition in the deeds to forbid running a business from village property.
Previous planning applications submitted of a commercial nature in the village have been turned down because of this reason. The open session closed at 7.40 pm

The chairman thanked all councillors for their attendance.
2. Apologies
Apologies were received from, District Cllr H. Westropp, Cllr A. Ablewhite and, their reasons for absence were noted and accepted.
3. Disclosure of interest in agenda items – Nil
4. To approve Minutes of meeting held on 28th January 2019
The draft minutes having been circulated prior to the meeting were agreed and proposed to be a true and accurate record by Cllr Barber and seconded by Cllr Bradshaw. The minutes were passed as approved by resolution of the Council and were duly signed and dated accordingly by the Chairman.
5. LCSW with the Parish Volunteers Speed Check Cllr Randell
Cllr Randell has made enquiries and submitted a quote to the clerk showing a cost of £30.00 for renting a speed gun with delivery/collection costs of another £30 £72.oo each time to hire.
Clerk has sent details to Cllr Randell to enable him to contact a Councillor Mahoney at Sedgebrook PC who has set theirs up purchasing a gun for around £360. Clerk also mentioned that these guns are available on Amazon at around £200.
Action; Cllr Randell Cllr Randell to get definitive costings on training and costs to enable us to move forward on this item and feedback at next meeting 6. Playground
a. Regular Safety Checks – Cllr Barber
- 20/02/19 – Fixed post on side wall. Tried to rake all the bark back underneath the swings. This is now so deep it makes no difference. The holes are almost 2ft deep.
- The considered opinion was to leave any action until further discussion on the lease with the Belvoir estate in 6 months’ time.
b. Swing Replacement (Grant)
Grant application approved and payment has been received. £250 in bank. Order placed being delivered to clerk.
2 x £125=£250-00 plus Delivery at £21-25=£271-25. Plus VAT at £54-25. TOTAL £325-50

This has now been actioned.

10. a. Highways report - Circulated
b. Street light No.13 - Fixed
c. Village Sign at the boundary - Reported by Cllr Bradshaw on Fix my Street. Clerk reported to Janet Parkin, Street Naming & Numbering Officer at SKDC. She confirmed that it is Lincolnshire County Council and not SKDC. So reporting on Fix my street is the correct thing to do.
d. Double Bend road sign, Belvoir Rd, Denton - Double Bend road sign on Belvoir Rd, Denton has been knocked down – this was reported on Fix my Street back in October 2018 by Denton Parish Clerk and so will be followed up by Denton PC
11. Clerks Report
a. Gmail accounts
Cllr Randell has activated his but Cllr Salmon still to activate Gmail accounts as per action from Jan meeting.
Action; Cllr Salmon still to activate his gmail account and change password.
b. Rubbish Bin for Sedgebrook Road
Bin delivered 15/02/2019. Invoice received to pay £50. Clerk handed the key to Cllr Randell although Steph informs me that SKDC had been stopping to check to empty!
Cllr Bradshaw has kindly secured the bin to prevent vandalism and random relocation of the bin.
c. Red Cross Sessions
Date agreed Tuesday 14 May 7-9 pm. The public are welcome. We will confirm a date and publicise.
Suggested the following topics CPR, Unconsciousness, Head Injury, Severe Bleeds and Fractures.
Action; Clerk to confirm date with Red Cross and put together posters.
d. Emergency Text Alert System
Confirmation of registration received from LCC. They will let me know in advance when they are to start testing system again.
e. Bank Reconciliation
Clerk circulated bank reconciliation to all councillors.
Bank balance at 5th March 2019 £ 3922.41 Balance on Cash Book today £ 3922.41
All agreed they were happy with the figures and the chairman signed the bank reconciliation as approved.
f. Parish Elections
- Clerk attended briefing on 6th March at SKDC
- We have 7 seats on our parish – if only 7 nominations there will be no election
- Nomination Packs handed out to those that wish to stand again.
- Additional Packs for others who may wish to stand to be left with Cllr Remzi. Packs also available from SKDC
- Posters for display – given to Cllr Remzi & Cllr Bradshaw
- Have posted both Notifications on our website
- Clerk noted to all nominations must be delivered by hand to SKDC – latest 4pm on Wednesday 3 April 2019.
g. Dog Waste/Litter Bin; Woolsthorpe Bridge & Muston Bridge
Confirmation received from Grantham Canal Society that two combined litter/dog waste bins have now been installed in the parish. Installation date: 23/02/2019. The fee for emptying twice a week as previously agreed £47.84 per bin per annum. The bins are located one at The kissing gate, Woolsthorpe Bridge, i.e. in the vicinity of the Dirty Duck Public House and one at The public access point to the towpath near Muston Bridge. Grantham Canal Society would like to thank the parish council for funding the emptying of the bins and the Canal and River Trust who paid for the bins.

a. Healthy Conversation 2019
This is about how, we need to change the health service in Lincolnshire to ensure that our health, and health service is fit for the future. What they want to know is what is important to you, what feedback and experiences you want to share, and above all, how you would like to see our health service continue to improve Link on this document to fill in survey with your opinions and also drop in sessions to learn more about the possible changes. 13. Planning
a. S19/0030 - Change of use to Children's Care Home and Respite Premises; Consultation
The parish council do not support the above planning application and our concerns will be submitted as follows:-
Potential risk of further development of this site to increase size and facilities in the future in these premises once approval has been granted.
There is very little on offer in the village for young people and the transport links to town are limited.
The bus service will no longer be available from the village (7th April). It seems a very remote area to locate such a business.
The house itself from an access perspective seems unsuitable for youngsters in need of respite care (steep uneven driveway on a hill) where reports already suggest cars speed and parked vehicles impede visibility.
Hazardous road surface in winter due to the spring leaking on that part of the road and no pavement on that side of the road.
Cllr Whittington informs us that the Director of Children’s Social Services, LCC is not aware of this business and would not support or place children/young adults with them. Where will these young people be referred from?
Works have already started on the property before approval.
b. S19/0190 - Trees Maintenance; Decision Notice - Approved
Arboricultural Consultant (SKDC) comments: The works are justified, in my view, in respect of the reasons put forward in support of them. They are unlikely to detract from the character of the conservation area or its enjoyment by members of the public.
