1.   To Elect a Chair for Woolsthorpe by Belvoir Parish Council for the ensuing year 2024/2025

Cllr Duff proposed and Cllr Packer seconded Cllr McCallion

2.   To receive the Declaration of Acceptance of Office form from the Chair for 2024/2025

3.   To Elect a Vice-Chair of Woolsthorpe by Belvoir Parish Council and to receive the Declaration of Acceptance of office form for the ensuing year 2024/2025

4.   Public Forum – To Resolve to suspend standing orders for a maximum of 15 minutes to allow members of the public to make comment.

Issues with The Chequers using the Village Hall Car Park and buses picking up after parties at 1 am in the morning outside people’s houses. Villagers cannot park outside their own houses when there is a large event on. It was questioned why The Chequers has not extended their carpark to accommodate more vehicles.

5.   To Receive Apologies for Absence and Resolve to Accept the Reasons Given

6.   To Receive Declarations Of Pecuniary Interest In Accordance With The Localism Act 2011

No declarations of Members interests in relation to agenda items.

No requests for dispensations from Members.
   
7.   To Resolve to Accept the New Clerk for Woolsthorpe by Belvoir Parish Council

It was resolved to accept Julie Gillies as the Clerk (Proper Officer) and RFO for the council.

8.   To Resolve to fill by Co-option Parish Councillor Vacancies

It was resolved to co-opt Malcolm Bunn and Carol Jarvis to the council

Unfortunately after over 20 years Cllr Bradshaw has decided to resign from the council.  The Chair thanked Michael for all his work over the years.

9.   Draft Minutes of the Parish Council meeting held on Monday 4 March 2024 to be approved as minutes.

It was resolved to approve the draft minutes of 4 March 2024

10.   To review and adopt the Following the Following Policies

a)   Standing Orders for the Council 

b)   Financial Regulations for the Council 

c)   Code of Conduct

d)   Complaints Procedure 

e)   Equality and Diversity

f)   Social Media Policy

g)   Environment & Sustainability Policy

h)   Communication Policy

i)   Co-Option Policy

It was agreed to discuss the policies at an extraordinary meeting on Tuesday 4 June 18:30 at the village hall


11.   Finance

a)   It was resolved to purchase a printer, mobile phone and sim card for use by the Clerk

b)   It was resolved to accept the Play Area grass cutting for 2024

c)   It was resolved to agree the expenses incurred for the advertising and interviewing for a new clerk

d)   It was resolved to agree the hire charges for use of Woolsthorpe Village Hall, the councillors would like to thank the village hall for their support.

e)   It was resolved to accept payments, monies received and note bank balance (previously circulated)

f)   It was resolved to agree the Q4 and Year End Bank reconciliations.

g)   The Council received the Internal Audit for 2023/2024.  It was agreed that an error was made in the audit as the accounts were reviewed at each meeting against the bank account and the budget at regular intervals.

h)   The AGAR for 2023/2024 was agreed by the Council and signed by the Chair

i)   It was resolved to agree to continue to use LALC’s approved Website Maintenance and purchase 10 hours for 2024/2025 for approx. £180.00          

12.   Clerks Update and Correspondence

Resident forwarding to the council his communications with Ofsted regarding The Croft.

Neighbourhood Policing Team

Resident re proposed Camping and Motorhome site

13.   To Consider the Following Planning Applications

S24/0386 
Applicant: Mr Joe Rafter Proposal: 
Proposed change of use from Class C3 (dwellinghouse) to Class C2 (residential care home) 
Location: The Croft, 65 Main Street, Woolsthorpe By Belvoir, Lincolnshire, NG32 1LX App Type: Full Planning Permission

The Parish Council are not in agreement with the change of use for The Croft, an objection has been logged from the Parish Council.

14.   To resolve to agree Parish Council meeting dates for the year 2024/2025

It was agreed for the first Monday every 2nd month in July September November January March May.  These dates are subject to change.

15.   Forbidden Forrest and VPG Update

Numbers will be around 22k people.  They have extended the event to include Thursday purely for the arrival of overnight campers.

12 police will be outriders around the site in case of incidents

Signposts for directions from A52 and hopefully the A1

HGV’s to come via the A52 and Long Lane, not through the villages

Shuttle buses from Grantham

Another meeting prior to the event and another after.

30mph from the Crossroads all the way to The Castle, no parking and no waiting.

Limited parking on the roads leading to the event.

Double fencing around the event this year.

Regular collection of rubbish from along the roads and laybys within an 8 mile radius.

The Safer Streets Team will be in attendance around Woolsthorpe.

There is a 10-year lease for the event, they will be growing the event but they are now working with the local residents.

Free tickets were offered but they have been declined by all the villages due to issues involving in the distribution. 

The VPG is now being recognised and being listened to.  The event is now being quite well organised.

12 Major events have been arranged for this year.

16.   Community Orchard

£1500 grant for planting fruit bearing trees for the Kings Coronation.  Suggestions for planting the trees were behind the Village Hall and land behind Hillside Road which SKDC owns and would like Woolsthorpe to take responsibility of.
