1. WELCOME REMARKS BY THE CHAIRMAN
1.1 Cllr Packer welcomed everyone to the meeting.
2. APOLOGIES: TO RECEIVE APOLOGIES FOR ABSENCE AND REASON
2.1 Apologies from Cllr Robinson
3. DECLARATIONS OF PECUNIARY INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011
3.1 No declarations of Members interest in relation to agenda items.
3.2 No requests for dispensation from Members.
4. APPROVAL OF MINUTES
4.1 The minutes of the Annual Parish Council meeting 26 July 2021 were agreed and signed by the Chairman.
5. WELCOME NEW COUNCILLORS
5.2 Cllr Packer introduced and welcomed Cllr Foster and Cllr Robinson to the Parish Council as newly enrolled Councillors.
6. CLERKS REPORT
a. Email Accounts
It was proposed by Cllr Bradshaw, seconded by Cllr Remzi and unanimously agreed to set up a domain email address with Parish Websites. This brings the council in line with all rules and regulations regarding emails.
b. HSBC Bank Account
As of November, HSBC will be charging for the Business Account. Clerk to research alternative banking to see if there are any better alternatives.
c. Whatsapp Group
A Woolsthorpe Parish Council group has been made on Whatsapp to enable quick chats between Councillors without any decision making.
d. Parish Website
It was unanimously agreed to employ Peter Langford to assist the clerk with the Parish Council Website at a fee of £5.00 per month. He is highly recommended via LALC and has assisted many councils with their websites.
7. FENCING AND NEW GATES AT THE CEMETERY
7.1 A sketch has not arrived for the new fencing and gates for the cemetery which has disappointed Cllr Bradshaw. Cllr Bradshaw will keep trying to contact the person until the spring as currently wood is at a premium.
8. PARISH NOTICEBOARD
8.1 Cllr Randell has researched lighting for the notice board when it erected in the bus shelter. Solar lighting is to be purchased as proposed by Cllr Remzi, seconded by Cllr Foster and unanimously agreed.
9. VEHICLES PARKING OVERNIGHT ON THE SOCIAL CLUB CAR PARK
9.1 A flatbed articulated lorry has been parking in the social club car park. Police say its private land therefore there is nothing they can do, the social club said it’s not their responsibility. The car park is owned by the castle therefore Cllr Packer will inform them of the unauthorised parking.
10. HEDGES AT COBLEAS BURIAL GROUND
10.1 There is a cable above the hedge that needs bunting in case people use long arm hedge trimmer and could accidently touch the cables.
The council were informed that there are commonwealth war graves in the Burial ground at the top of the hill.
11. EX DOCTORS SURGERY NOTICE BOARD
11.1 Cllr Randell reported that the damaged notice board has already been removed.
12. TOMMY SILHOUETTE AT THE CHURCH
12.1 The Church is planning to have a tommy silhouette in the churchyard. A donation for this has already been made. Once the silhouette is in place a blessing to will be held.
13. PLAYGROUND AREA
13.1 The Castle owns the playground area and have not currently decided whether to extend the lease. It was discussed that if it was not going to be renewed as to whether there is another area that can be used. The lease expires on new year eve this year.
14. SOCIAL CLUB
14.1 The Social Club is on a long lease; therefore, the castle is not presently interested in it.

a. Invitation to Grantham Transport Strategy workshop.

16.1 It was resolved to approve all payments as noted above.
17. CHRISTMAS GET TOGETHER
17.1 Cllr Randell to put together some suggestions to present at the November meeting.
